The base film looks like a plastic film, but it is actually a breathable microporous film. The micropores are the most critical part, as the minimum diameter of a water droplet is 20µm, the diameter of a water vapor molecule is 0.0004µm and the diameter of a microporous hole is in between. This ensures breathability but not water permeability.
